As far as I know you have to use gimp or photoshop. I don’t think you can use video’s on gimp, just a series of screen caps. On photoshop if you go to windows>animation it will open the animation window. You can open mp4s and crop them down to just the bit you want. Or there is a little picture that looks like 3 squares in a row on the bottom left hand side of the animation box. You can click that if you want to use a series of pictures. Once it’s done go file>save for web & devices or command+option+shift+s and click the drop down menu. Optimize to file size 1000 or less and see how it looks. If it’s bad quality make it smaller or shorter and re-optamize. choose the loop forever option and save :) If you need more help ask again and I can do it with pictures. If you don’t have photoshop I’ll ask my gf about gimp because that is free to download. :)
